It's not an improper rip. It's the RMZ bots. They grab the first subtitle track for their re-encode, and assume it's English. However, in some cases it's German.
Best bet is to get a re-encode from some other group. Another option is to download English subs from Subscene, etc, and remux them into the RMZ file.

Do these have German hardsubs when people are speaking Japanese or when there's some English text on screen telling what some place is? Already got a complete S04 pack elsewhere that was that way.

English softsubs are out there for S04 on various sites.
